What changes is this bill making?

1Requires the Secretary of State to designate 30 named groups as FTO (foreign terrorist organization) within 90 days of enactment.
2Directs the President to decide within 60 days whether to impose sanctions under Executive Order 13224 on 22 listed groups or related entities.
3Defines those sanctions as blocking property and banning transactions with persons who support terrorism under Executive Order 13224.
4Mandates the Secretary of State, in consultation with the Secretary of Commerce, to report every 180 days to Congress on any new groups meeting the criteria for designation or sanctions.
5Requires the President to report within 60 days after sanction decisions and explain if any listed group is not sanctioned.
