4Establishes criminal penalties for retaliation, with fines up to $50,000 for negligent acts, up to $100,000 fine or one year imprisonment for knowing acts, and up to $250,000 fine or five years imprisonment for intentional retaliation for concealment or personal gain
5Allows federal agencies or Inspectors General to refer retaliation cases to the Attorney General for investigation and prosecution
6Requires states and local governments to certify compliance with these protections to receive federal financial assistance
7Permits corrective actions, suspension, or termination of federal funds for failure to comply
