3Directs the strategy to cover diplomatic efforts, funding for civil society groups, and updates to US law on surveillance tactics and foreign agent registration.
4Mandates training for State Department staff and domestic officials, including employees from DHS (Department of Homeland Security), DOJ (Department of Justice), and FBI (Federal Bureau of Investigation), on repression tactics and technology.
5Instructs DHS and DOJ to publish a guide on federal resources for targeted individuals, conduct community outreach, train congressional staff, and assess misuse of data and spyware.
6Authorizes funding for strategy development, training, outreach, and research activities in fiscal year 2026.
