What changes is this bill making?
  1. 1Requires the Attorney General to develop and publish voluntary best practices for safe firearm storage in homes, vehicles, businesses, and storage facilities, with annual updates.
  2. 2From January 1, 2027, mandates licensed firearm manufacturers and importers to include a clear notice reading SAFE STORAGE SAVES LIVES and the storage guidelines website on every handgun, rifle, and shotgun.
  3. 3Expands the existing federal rule to offer a safe storage device at sale from handguns to include rifles and shotguns, effective 180 days after enactment.
  4. 4Authorizes the Attorney General to award $10 million per year from fiscal 2027 through 2035 to States and Indian Tribes for programs that acquire and distribute approved safe firearm storage devices.
  5. 5Sets application and reporting rules for grants, requiring grantees to report annually on funds distributed and devices provided and the Attorney General to report to Congress on grant use.
  6. 6Establishes a temporary tax credit through December 31, 2032, equal to 10 percent of the first retail sale price (up to $400) of a safe firearm storage device.
  7. 7Requires the Secretary of the Treasury to publish an annual state-by-state report on total tax credits claimed under this provision.
