This bill adds a session to the Transition Assistance Program that informs service members about benefits available under laws run by the Department of Veterans Affairs.

What changes is this bill making?
  1. 1Adds a standardized presentation on veteran benefits under VA (Department of Veterans Affairs) laws to pre-separation counseling in TAP (Transition Assistance Program).
  2. 2Requires the presentation to be reviewed and approved by the Secretary of Veterans Affairs with input from VSOs (veterans service organizations).
  3. 3Mandates submission of the presentation to the Senate and House Armed Services and Veterans’ Affairs committees at least 90 days before it is used.
  4. 4Allows participation, where available, by a VSO representative or another authorized individual to help deliver the presentation.
  5. 5Requires the presentation to explain how VSOs can assist with filing benefit claims but bars promotion of any specific organization.
  6. 6Limits the presentation to no more than one hour.
  7. 7Directs the Secretary of Veterans Affairs to send an annual report to congressional Armed Services and Veterans’ Affairs committees listing participating VSOs, attendance figures, and any recommended changes.

TAP Promotion Act This bill requires that pre-separation counseling under the Transition Assistance Program include a presentation that promotes the benefits available to veterans from the Department of Veterans Affairs (VA). The bill also requires the VA to annually report on the presentation to (1) identify veterans service organizations that participate, (2) provide the number of members of the Armed Forces who attend, and (3) provide any recommendations for changes to the presentation.
