This bill directs the Secretary of State, in consultation with the Secretary of Defense, to develop and report a plan for expanding membership in the Comprehensive Security Integration and Prosperity Agreement (CSIPA). What changes is this bill making?

1Within 180 days of enactment the Secretary of State and Secretary of Defense must submit to key congressional committees a report with a strategy to increase membership in the Comprehensive Security Integration and Prosperity Agreement (CSIPA).
2The report must analyze CSIPA’s strategic benefits, including improved joint military readiness, shared economic interests, advanced technology cooperation, and stronger regional alliances for stability and threat response.
3It must assess CSIPA’s role in responding to Houthi attacks on merchant vessels in the Red Sea since October 7, 2023, and consider how to leverage the United States Navy’s Fifth Fleet in Bahrain.
4The report must review long-term benefits of adding members, ways to adapt CSIPA for broader security integration and cooperation in commerce, science, and technology, and resources needed to expand membership.
5It must identify domestic and regional barriers among U.S. and Bahrain allies that limit CSIPA expansion and recommend areas for further collaboration with current members.
6Within 180 days after the report submission the Secretary of State must deliver to Congress a strategy for engaging allies inside and outside the Middle East to join CSIPA and steps the Administration can take to boost membership.
7Within 60 days after completing that strategy the Secretary of State must brief the same congressional committees on a plan to implement it.
8Both the report and strategy must be submitted in unclassified form but may include a classified annex.
