Why This Matters

This law directs the Department of Veterans Affairs to arrange a study by the National Academies of Sciences, Engineering, and Medicine. The study will examine how common cancer is and how many active duty military aircrew die from it.

What changes is this bill making?
  1. 1The Department of Veterans Affairs (VA) must seek an agreement within 30 days of enactment for the National Academies of Sciences, Engineering, and Medicine to conduct the study.
  2. 2The agreement must be finalized within 60 days of starting negotiations, with reports and briefings to the Senate and House Committees on Veterans Affairs if delayed.
  3. 3The study will identify aircrew-related exposures such as chemicals, agents, and other hazards encountered in fixed-wing aircraft roles.
  4. 4It will review existing research on links between those exposures and overall cancer rates, cancer deaths, and specific cancers such as brain, colon and rectal, kidney, lung, melanoma skin cancer, non-Hodgkin lymphoma, pancreatic, prostate, testicular, thyroid, and urinary bladder cancers.
  5. 5It will estimate cancer prevalence and mortality among covered aircrew using data from the VA, the Department of Defense (DoD), individual service health databases, the National Death Index, and a prior 2021 defense study.
  6. 6The National Academies must submit a final report with the study results to the VA Secretary and to the Senate and House Committees on Veterans Affairs.
