Why This Matters

This resolution cancels the U.S. Fish and Wildlife Service's 2024 plan to remove invasive barred owls in Washington, Oregon, and California. That plan was meant to protect the threatened northern spotted owl and the California spotted owl, which barred owls push out of their forests.

If you live in Washington, Oregon, or California, the federal plan to remove barred owls would be cancelled, and spotted owls near you would lose this protection effort.
Who this affects
Pacific Coast forest residents · Wildlife conservation groups · Animal welfare advocates · Timber and forest landowners
What does this resolution do?
  1. 1The strategy allows trained specialists to remove up to about 450,000 barred owls and hybrid owls over 30 years, mostly by shooting.
  2. 2Under the Congressional Review Act, the Fish and Wildlife Service could not issue a substantially similar barred owl plan unless Congress later approves it.
  3. 3The Government Accountability Office ruled on May 28, 2025 that the September 2024 decision counts as a rule, which allows Congress to overturn it this way.
