2One year after enactment it becomes illegal to sell or transport in interstate commerce any cosmetic developed using animal tests done in the United States.
3New animal testing data cannot be used to demonstrate cosmetic safety unless no non-animal test method exists or a narrow exemption applies.
4Exemptions include tests required by foreign authorities, tests approved by the Secretary of Health and Human Services after public notice, tests for regulated drugs, and tests done for non-cosmetic purposes under law.
5Violators may face civil penalties of up to $10,000 per violation per animal per day.
6The Secretary may request and inspect records from manufacturers about their testing methods.
7States may not impose rules on cosmetic animal testing that are different from or stricter than this federal law.
