This bill requires US flags displayed or purchased by federal agencies to be fully made in the United States. It also directs the Federal Trade Commission (FTC) to study and report on country-of-origin labeling for flags.

4“Made in the United States” is defined as 100 percent manufactured using US-produced materials.
5The display requirement takes effect two years after enactment and the procurement requirement takes effect 90 days after enactment.
6The FTC is directed to study enforcement of country-of-origin labeling for US flags, including any fines or penalties and repeat violations.
7The FTC must report study results and recommendations to relevant congressional committees within one year of enactment.
