What changes is this bill making?

1Adds a new section to the Controlled Substances Act requiring providers of electronic communication services and remote computing services to report to the Attorney General when they learn of crimes involving fentanyl, methamphetamine, counterfeit substances, or unauthorized prescription pain or stimulant drugs.
2Providers must send a report within 60 days of gaining actual knowledge, including their contact details, account identifiers, and whether discovery was by human review or automated methods.
3Reports may include account names, Internet Protocol addresses, location data, timestamps, and, at the provider’s option, message content or metadata, but providers are not required to monitor or scan all user communications.
4The Attorney General will review each report, decide whether to investigate further or close the case, may share reports with federal, state, or local law enforcement, and must delete reports when no longer needed.
5Providers face criminal fines up to $190,000 for a first violation and $380,000 for later violations if they knowingly fail to report, and civil penalties between $50,000 and $100,000 for false or incomplete reports.
6Providers of broadband Internet access service and text messaging service are exempt from these reporting requirements.
7The Attorney General must publish an annual report on the number of provider submissions, discoveries by human or automated methods, investigative outcomes, and preservation requests.
