What changes is this bill making?

1Bar DoD (Department of Defense) from selling military-grade assault weapons and covered large-caliber ammunition or buying them from dealers or manufacturers who sell those items commercially.
2Require any dealer selling firearms or ammunition to the DoD to hold federal licenses, meet low crime-trace limits, and follow federal law.
3Mandate dealers to cap ammunition sales per buyer, conduct NICS (National Instant Criminal Background Check System) checks before transfers, install security systems, keep searchable electronic records, and train employees in fraud and safety practices.
4Require dealers to report ATF (Bureau of Alcohol, Tobacco, Firearms and Explosives) inspection results to their suppliers and bar noncompliant dealers from DoD transactions.
5Give the Attorney General authority to inspect dealers, enforce rules, share crime-gun trace data with DoD, and issue implementing regulations.
6Direct government-owned arms plants and the DoD to submit annual reports to Congress on commercial customers, sales volumes, procurement sources, revenues, and plans to prevent illegal diversion.
7Establish a new ammunition dealer licensing program with NICS access and authorize funding to upgrade and maintain the NICS system.
