1Requires PHMSA (Pipeline and Hazardous Materials Safety Administration) to consider climate impacts and transition to non-emitting alternatives when writing safety rules
2Directs operators to install rupture-mitigation valves in high consequence areas and applies all safety standards to both new and existing pipelines
3Orders new rules for carbon dioxide pipelines covering safety standards, leak detection, emergency response, and geohazard assessment
4Mandates a federal study on blending hydrogen into natural gas systems and prohibits such blending until Congress enacts safety regulations
5Extends and expands a grant program for modernizing natural gas distribution pipelines with funding through 2031 and requires at least 20% for non-emitting alternatives
6Establishes an Office of Public Engagement within PHMSA to improve outreach, hold public hearings, disclose safety data, and assist communities before and after incidents
7Requires public hearings on proposed rules, online publication of pipeline safety data and annual notifications to residents, tenants, and first responders
8Creates a private right of action for enforcement, bans unreported releases, and updates civil penalties for pipeline violations
