This bill aims to protect U.S. humanitarian assistance by making those who misuse it financially accountable. It ensures that the U.S. can recover funds lost due to unauthorized actions against aid.
1. This bill holds foreign individuals or groups responsible for misusing U.S. humanitarian aid. 2. If someone diverts or destroys this aid, they must pay back its value to the U.S. 3. The Secretary of State will work to recover the lost aid value from those responsible. 4. Funds recovered can be used by the Department of State for future humanitarian efforts. 5. The Secretary of State can choose to waive these penalties if it's in the national interest.
