Why This Matters

This bill establishes a permanent Special Envoy in the Department of State to coordinate US efforts against discrimination and violence targeting LGBTQI+ (lesbian, gay, bisexual, transgender, queer, or intersex) people abroad and to advance their human rights. It also requires new strategies, regular reports, and updates to US foreign assistance and human rights reporting to include sexual orientation, gender identity, and sex characteristics.

What changes is this bill making?
  1. 1Creates a permanent Special Envoy for the Human Rights of LGBTQI+ (lesbian, gay, bisexual, transgender, queer, or intersex) People, appointed by the President with Senate approval, to advise the Secretary of State and lead US government coordination on LGBTQI+ human rights internationally
  2. 2Requires the Envoy to develop or update a US global strategy every two years to prevent and respond to criminalization, discrimination, and violence against LGBTQI+ people overseas and to submit the strategy to Congress
  3. 3Mandates annual briefings by the Special Envoy to key congressional committees on the state of LGBTQI+ human rights abroad and on US programs addressing these issues
  4. 4Amends the Foreign Assistance Act to include sexual orientation, gender identity, and sex characteristics in annual Country Reports on Human Rights Practices and other foreign assistance reports
  5. 5Authorizes the State Department to fund programs abroad that support legal reforms, capacity building, health sector improvements including HIV/AIDS prevention, and leadership training for international LGBTQI+ activists
