Why This Matters

This bill lets the Small Business Administration go over the yearly dollar cap Congress sets for its 504 loan program, which backs long-term, fixed-rate loans small businesses use to buy buildings, land, and major equipment.

If you run a small business hoping to finance a building or heavy equipment, up to 15% more in government-backed loans could be available in years when the program would otherwise run out of room.
Who this affects
Small business owners · Business property buyers · Local development companies · Community lenders
What changes is this bill making?
  1. 1Starting in fiscal year 2027, if loan demand may top the yearly limit, the Small Business Administration could guarantee up to 115% of that limit.
  2. 2The agency must notify the House and Senate small business committees and budget subcommittees 30 days ahead, and may use this power only once per year.
Read the detailed summary

504 Program Level Flexibility Act This bill authorizes the Small Business Administration (SBA), upon a determination that the amount of its commitments to guarantee loans under the 504 Loan Program could exceed the authorized annual limit, to guarantee up to 115% of that limit. The 504 Loan Program provides a small business with SBA financing—through a certified development company intermediary—for expansion or modernization. The bill requires the SBA to notify Congress if it intends to use this authority. The SBA may exercise the authority only once each fiscal year.
