Why This Matters

This bill restores education benefits for veterans and others who were defrauded by schools under VA (Department of Veterans Affairs) education programs. It also requires those schools to repay benefits they wrongfully received.

Who this affects
Veterans · Students · Postsecondary institutions
What changes is this bill making?
  1. 1Requires the VA to restore benefit entitlement and time limits for any veteran or student who attended a school during a period of fraud or without proper approval
  2. 2Defines "covered periods" as times when a school lacked State or VA approval, violated VA approval rules, was found liable for fraud by a court, or was closed for fraud
  3. 3Mandates that schools agree to repay the VA the value of benefits paid to defrauded students when benefits are restored
  4. 4Allows the VA to recover all wrongly obtained benefit payments through a claim with the Treasury Department if a school is judicially found liable for fraud
  5. 5Establishes a separate appeal process for schools to challenge VA orders requiring repayment
  6. 6Clarifies key terms, including covered educational assistance under GI Bill programs and the definition of fraud
