Why This Matters

This bill lets private contractors keep running contract postal units that the United States Postal Service would otherwise close. It sets conditions under which these operation agreements can remain in effect.

What changes is this bill making?
  1. 1Contractors can choose to continue operating a contract postal unit if the Postal Service decides to end or not renew their agreement.
  2. 2This choice applies only if the closure is not mainly due to the contractor breaking the agreement, no new agreement exists for the unit, the contractor gives notice, and agrees to updated terms.
  3. 3Under continued operation, the original agreement terms stay the same except the Postal Service is not required to pay the contractor after the date the unit would have closed. The agreement then stays in effect until the contractor ends it, stops operating, or breaches it.
  4. 4The Postmaster General can require Postal Service payments to the contractor and set those payment terms if deemed appropriate.
  5. 5The Postal Service must update the agreement to reflect these rules when a contractor opts to continue operating.
