  1. 1Creates the Ralph David Abernathy, Sr. National Historic Site as a unit of the National Park System.
  2. 2Uses a 2022 map to set the site boundary and makes that map available for public inspection.
  3. 3Allows the Secretary of the Interior to acquire land within the boundary by donation, purchase from willing sellers, or exchange, with State-owned land accepted only by donation.
  4. 4Requires the Secretary to confirm enough land is acquired before establishing the site and to publish a notice in the Federal Register.
  5. 5Directs management under laws that apply to national parks and mandates a site management plan within three years of initial funding.
  6. 6Authorizes the Secretary to enter agreements with Georgia or other entities for signage, exhibits, tours, parking, technology, and resource preservation.
