2Allows state, tribal, territorial, and local law enforcement agencies, emergency operation centers, and other first responder agencies to apply for grants.
3Permits use of funds for equipment, approved personnel costs like salaries, overtime, fringe benefits, and temporary replacement staff, and for other response activities approved by DHS (Department of Homeland Security).
4Requires at least 25 percent of grant funds go to agencies in states that border Canada or Mexico.
5Directs FEMA to collect and maintain detailed financial information on each grant, including award amounts, obligations, outlays, and any funding transfers or reprogramming.
6Instructs FEMA to issue guidelines for grant use, improve performance reporting, and ensure more funds support operational expenses.
7Requires annual reports and briefings for five years, coordinated with CBP (U.S. Customs and Border Protection) and ICE (U.S. Immigration and Customs Enforcement), on how funds were used and on exploring multi year grant options.
