Why This Matters

This resolution would overturn the Consumer Financial Protection Bureau's decision to withdraw its 2024 guidance on whistleblower rights, putting that guidance back in effect. The guidance does not create new law; it explains how the Bureau reads an existing law that protects financial company employees who report wrongdoing.

If you work at a bank, lender, or debt collector and signed a broad confidentiality agreement, regulators would again treat clauses blocking you from reporting to the government as potentially illegal.
Who this affects
Financial industry employees · Potential whistleblowers · Banks and lenders · Debt collectors
What does this resolution do?
  1. 1The Consumer Financial Protection Bureau withdrew its 2024 whistleblower guidance in May 2025; this resolution would cancel that withdrawal and bring the guidance back.
  2. 2The restored guidance warns that broad confidentiality agreements stopping workers from reporting possible lawbreaking to government regulators can violate federal whistleblower protections.
  3. 3It warns that confidentiality agreements that do not clearly let workers talk to government agencies put companies at risk of breaking the law, especially when signed during internal investigations.
  4. 4Once overturned, the Bureau could not issue a substantially similar withdrawal again unless Congress later passes a law allowing it.
