About Vanessa Enoch

Candidate Biography

Dr. Vanessa Enoch (aka Doc Enoch) is a public policy and a management and technology consultant. She is also a trained community organizer who is passionate about social justice and human rights, and has taken up numerous causes for marginalized and oppressed communities.

Biography

Vanessa Enoch is a business leader, problem-solver, and community advocate running for Congress in Ohio’s 8th District. For more than 25 years, she has led Cultural Impact, LLC, a management and technology consulting firm that helps organizations strengthen operations, modernize systems, and deliver results.

As an award-winning journalist and radio and television reporter, Vanessa has listened to working families and employers across our region and seen firsthand how decisions in Washington show up in everyday life—paychecks, health-care bills, and the cost of finding a safe, stable place to live.

For over 20 years, Dr. Enoch has been leading local efforts to drive change in local communities. Most recently, she has worked alongside state legislators and state court judges to ensure fairness within the criminal justice system and the jury selection process. Enoch is concerned that Ohio’s prisons are filled with individuals who are poor, mentally ill, and disproportionately from minority communities. Not only is this a social justice issue, but also has a direct impact on how taxpayers’ dollars are spent.

Education

Dr. Vanessa Enoch was born into a family rooted in Portsmouth, Ohio, a small rural community in the southern part of the state, where she began her early education. In the fifth grade, her family relocated to Colerain Township in the northern suburbs of Greater Cincinnati. There, she attended Taylor Elementary School and Pleasant Run Junior High School before graduating from Northwest High School.

Dr. Enoch earned a Bachelor’s degree in Criminal Justice from The Ohio State University and later received a Master of Business Administration (MBA) with a concentration in Information Technology from Xavier University. She also earned a Ph.D. in Public Policy from Union Institute & University, where she was recognized as an MLK Scholar. During her doctoral studies, she received the prestigious Eugene Ruehlmann Fellowship along with multiple academic honors and awards for her scholarship and leadership.

Experience

Dr. Enoch has been a small business owner for many years. As an experienced senior level business and technology professional, with over 16 years of corporate operations experience, Enoch understands the challenges that business owners face in growing their businesses. Her business, Cultural Impact, is a management and technology consulting firm led by Dr. Vanessa Enoch that specializes in workforce transformation, executive coaching, organizational development, and career transition services. The company helps businesses, nonprofits, and government organizations navigate change through strategic consulting, workforce development, and technology-driven solutions.

Cultural Impact is also the creator of Career Impact, a workforce transition platform designed to help displaced workers find employment faster while helping organizations manage layoffs and workforce disruption more effectively.

Enoch has also worked as a college professor and a Department Chair/ Dean of Students for nearly 18 years, with several years of experience overseeing multiple college departments. She has been named Educator of the Year and received faculty service awards from her previous employer.

This year, Dr. Enoch was chosen to participate in Goldman Sach's 10,000 Small Businesses. In 2025, She was recognized by Women We Admire as one of the Top 50 Women Leaders of Cincinnati. Enoch was also named one of 15 Women in Business to Watch in 2006, and nominated for the Cincinnati Business Couriers Forty Under 40 award.

Under her leadership, the Cincinnati Chapter of the National Black MBA Association was named Chapter of the Year. Enoch was also a member of the Cincinnati Chamber C-Change Leadership Class in 2006.

In July of 2018, The Cincinnati Herald received second place in criminal justice reporting in the 2018 Ohio Society of Professional Journalists (SPJ) writing contest for Enoch’s reporting on the trial of Ray Tensing, an officer who shot an unarmed civilian at a routine traffic stop.

Enoch also volunteers on several local and national non-profit boards.

Personal Life

Dr. Enoch has been a resident of West Chester, Ohio, for over 20 years. She feels that the most important role she holds is that of mom to her two beautiful daughters, and as Nana to her granddaughter. Enoch is a Christian Minister and the first woman Deacon in her 105+ year-old church. Her faith has shaped her character, and she believes in the separation of church and state. Dr. Enoch enjoys traveling, gardening, and beachfront vacations. When she isn't doing any of those things, she is fighting for community rights, empowering single moms, equipping community members with skills to find better-paying jobs through her nonprofit work, and developing affordable housing in the US and abroad.
