The Honorable Troy A. Carter serves as Congressman for Louisiana’s 2nd District, representing New Orleans, Jefferson, St. Bernard, Lafourche, and the River Parishes, including St. Charles, St. James, St. John the Baptist, Ascension, Assumption, and Iberville Parishes.
Now in his third term in the U.S. House of Representatives, Congressman Carter was first elected to the 117th Congress. Congressman Carter serves on the exclusive Committee on Energy and Commerce in the 119th Congress and continues to serve on the House Homeland Security Committee and the Democratic Steering and Policy Committee. He was also selected by Democratic leadership to be a Deputy Whip on the House Floor. Congressman Carter was also elected 1st Vice Chairman of the Congressional Black Caucus and is a member of the Regional Leadership Council.
Congressman Carter previously served on the House Committees on Small Business and Transportation and Infrastructure.
A graduate of Xavier University of Louisiana, Congressman Carter earned a BA in Political Science and Business Administration and later graduated Summa Cum Laude with a Master of Science in Business from the University of Holy Cross. He has been awarded Honorary Doctorate Degrees of Humane Letters from Xavier University and Southern University of New Orleans for his contributions to humanity.
Congressman Carter’s public service began as an Executive Assistant to then-Mayor Sidney Barthelemy. In 1991, he made history as the first African American elected to represent Louisiana’s 102nd District in the Louisiana House of Representatives, where he also served as the youngest-ever floor leader for New Orleans. He was later elected as the first African American to represent New Orleans City Council’s District C. As a Louisiana State Senator for the 7th District, he served as Senate Minority Leader, becoming the first African American to represent the district.
A legislative leader, Congressman Carter has authored or co-authored hundreds of laws focusing on infrastructure, economic development, women’s healthcare, criminal justice reform, and reducing homelessness. He is a steadfast advocate for civil rights, healthcare, equality, and environmental justice, and much more.
Beyond Congress, Congressman Carter is an Adjunct Professor of Political Science at Xavier University and a sought-after keynote speaker. His media presence includes extensive appearances on CNN, MSNBC, FOX, ABC, CBS, and NBC, along with features in numerous publications.
