Why This Matters

This bill stops credit and debit card companies from labeling gun and ammunition sellers with their own special store-type code, so card purchases at those stores would look like purchases at general or sporting-goods stores.

If you buy a gun or ammunition with a credit or debit card, the store would carry the same card code as a general or sporting-goods store, so the code would not mark it as a gun seller.
Who this affects
Gun and ammunition buyers · Firearms retailers · Card payment companies · State lawmakers
What changes is this bill making?
  1. 1Payment networks like Visa and Mastercard could not require gun, ammunition, or gun-part sellers to use a code separating them from general or sporting-goods stores.
  2. 2Banks and payment processors that sign up merchants could not assign a firearms-specific code to any United States store selling guns, ammunition, accessories, or parts.
  3. 3The Attorney General must create a complaint process within 90 days, investigate every complaint, and give violators 30 days to fix problems.
  4. 4If a violation is not fixed in 30 days, the Attorney General may sue in federal court, but individuals cannot sue on their own.
  5. 5State and local laws about firearms store codes would be overridden, though fraud, data breach, and suspicious-activity rules would still apply.
Read the detailed summary

Protecting Privacy in Purchases Act This bill prohibits payment card networks from using merchant codes that distinguish firearms retailers from general-merchandise retailers or sporting-goods retailers. The Department of Justice must enforce this bill and report annually on the resulting investigations and cases.
