About Andrew Garbarino

My Commitment

Delivering Results

Since I was sworn into office on January 3rd 2021, I have been hard at work on behalf of the people of New York’s 2nd District. I’m proud to serve on the House Committee on Financial Services, where I am the Vice Chairman of the Subcommittee on Capital Markets, and the House Committee on Homeland Security, where I serve as the Chairman of the Subcommittee on Cybersecurity and Infrastructure Protection.

I have introduced 17 pieces of legislation and cosponsored nearly 430 pieces of legislation on behalf of my constituents. From fighting to secure our border and combat rising crime, to working to fully restore the SALT deduction, ensuring our small businesses and restaurants have the adequate funding and resources they deserve, providing important mental health services to our nation’s veterans, and cutting through bureaucratic red tape in order to allow our industries to flourish – I remain committed to protecting the safety and prosperity of Long Islanders.

51 pieces of legislation I supported have passed the House of Representatives, including four I introduced – for example, the VSO Support Act, the Small Business Development Center Cyber Training Act, the Cybersecurity Grants for Schools Act of 2022, and the Transit Security Grant Program Flexibility Act. More than 10 pieces of legislation that I supported have made it to the President’s desk and have been signed into law, including the Puppies Assisting Wounded Servicemembers for Veterans Therapy Act (PAWS) for Veterans Therapy Act, Dr. Lorna Breen Health Care Provider Protection Act, and legislation To award posthumously a Congressional Gold Medal, in commemoration to the servicemembers who perished in Afghanistan on August 26, 2021, during the evacuation of citizens of the United States and Afghan allies at Hamid Karzai International Airport, and for other purposes.

I’m also pleased to share with you all that my staff has helped over 8,680 constituents through casework, including by returning over $34,212,368 for Long Islanders from the federal government, securing over 8,680 passport renewals, and over 30 emergency visa applications. If you need assistance with a grant application, help with a federal agency, or are interested in a military academy nomination, my staff is ready and able to help.

Vision

Lorem ipsum dolor sit amet, consectetuer adipiscing elit. Aenean commodo ligula eget dolor. Aenean massa. Cum sociis natoque penatibus et magnis dis parturient montes, nascetur.

Supporting Our Veterans

Two pieces of legislation that I supported, the Strengthening and Amplifying Vaccination Efforts to Locally Immunize All Veterans and Every Spouse Act and the Paycheck Protection Program Extension Act have made it to the President’s desk and have been signed into law.

Working For Constituents

I’m also pleased to share with you all that my staff has helped nearly 7,500 constituents through casework. If you need assistance with a grant application, help with a federal agency, or are interested in a military academy nomination, my staff is ready and able to help.

Impactful Letters:

Led a Republican-only letter to FERC requesting their transmission rule be finalized. The rule was finalized not long after.

Co-led a Climate Solutions Caucus letter to the Agriculture Committee expressing support for member priorities for the upcoming Farm Bill. 11 out of 29 of these requests were included in the base text of the bill.

Led a letter to the President of South Korea asking him to support a national ban on the consumption of dog and cat meat. South Korea banned the consumption of dog meat a few months later.

Led a House Republican letter to the House Agriculture Committee urging them to omit the Ending Agricultural Trade Suppression (EATS) Act from the Farm Bill. A narrower version of the EATS Act was included in the base text of the Farm Bill. This section clarifies that states and local governments cannot impose, directly or indirectly, as a condition for sale or consumption, a condition or standard on the production of covered livestock unless the livestock is physically located within such state or local government.

Led a letter to President Biden urging the White House to pause an FDA-proposed rule banning menthol in cigarettes and potential Hezbollah-financing scheme until Congress can get answers from the Administration on its national security implications. Shortly after, the Biden Administration pulled back from banning menthol cigarettes.

Other Accomplishments:

Ensured that Browns River in Sayville was dredged by the Army Corps of Engineers.

Played a pivotal role in having emergency beach renourishment accomplished on Fire Island.

Co-led H.R. 3519, the Hot Foods Act. A narrower version of the Hot Foods Act was included in the Farm Bill. The provision directs the Secretary of Agriculture to contract with the National Academy of Sciences, Engineering, and Medicine to carry out a study to assess the efficacy of allowing hot foods or hot food products ready for immediate consumption to be purchased with SNAP benefits, including the impact on diet quality, purchasing power, and access to food. The study would include factors for Congress to contemplate if considering the authorization of a pilot to test the termination of the prohibition on hot foods or hot food products ready for immediate consumption.

Led the conversation to ensure that SALT was not left out of any negotiations surrounding a tax package. This led to a floor vote on H.R. 7160, the SALT Marriage Penalty Elimination Act, which eliminates the marriage penalty for the SALT cap. However, the rule to bring forth this bill failed, eliminating a chance for the House to vote on the bill, itself.
